4. The Objects for which the Society is established are –
Social Service and Development
(a) To create a sense of brotherhood, cooperation, unity, mutual harmony, love, and affection amongst the members of the society and also amongst the general public.
(b) To organize a seminar on social justice, education, and economic upliftment to raise legal demands and fundamental rights provided by the Constitution of India.
(c) To promote and propagate income generating enterprises and do the needful as an ensure against unemployment and poverty.
(d) To protect the human rights of living in the society without any discrimination of caste, race, creed, or sex.
(e) To establish and run old age home and home/hostel for mentally retarded persons/children.
(f) Offer helping hands to the blind, deaf, dumb, and physically handicapped persons and try to suitably rehabilitate them in collaboration with the government and other voluntary organizations.
(g) To create awareness to prevent crime/ corruption of any kind at various parts of the area of operation.
(h) To create awareness to prevent road accidents and organize road safety awareness programs with the help of government and other voluntary organizations.
(i) To distribute foods, clothes, medicines, pure drinking water, etc. at the time of natural calamities in cooperation with the district administration.
(j) To establish centers and run them to carry activities as may be incidental to and necessary for the promoting of the objects of the CARE INDIA FOUNDATION from time to time.
Education
(a) To promote and establish different types of educational institutions in different places of Assam for educating the illiterate masses with experienced and dedicated teaching staff.
(b) To establish and run special educational institutions for physically challenged children.
(c) To establish and run an educational institution for the children of the SCST community
(d) To organize in this highly competitive school and college students to prepare themselves for the world.
(e) To organize Teacher orientation programs and conduct National and International workshops, seminars, and conferences on different subjects.
(f) To provide scholarships to SC. ST, OBC, Minority, and meritorious students.
(g) To provide Financial Assistance to the institutions for excellence in the field of education.
(h) To organize different camps, discussions, and awareness among the people for implementation of RTE Act-2009.
(i) To publish books, magazines, and novels for society and by society.
(j) To impart vocational training in computer education to interested boys and girls who are incapable of continuing their studies due to financial constraints.
Health
(a) To organize free medical and blood donation camp
(b) To organize different types of camps, discussions, seminars, and workshops on Dengue, Encephalitis, COVID-19, HIV (AIDS), TB, Leprosy, Hepatitis-B, birth control, and immunization programs, with the help of Govt. and Non-Govt. Organization.
(c) To work for the prevention of epidemic/ pandemic diseases by using vaccination and creating awareness among the public.
(d) To establish rehabilitation centers/homes for drugs addicted children, youth, women, and old age people.
(e) To establish hospitals(10 bedded), health care centers, Mobile medical units, and ambulance services for the people of ST and SC communities in the interior
Drinking Water and Sanitation
(a) To construct Individual House Hold Latrine (IHHL) and community toilets to ensure the Open Defecation Free (ODF) Society.
(b) To organize different types of camps, discussions, seminars, and workshops on sanitation, cleanliness, and safe drinking Water.
Women Empowerment and Child Development
(a) To establish and run childcare institutions and adoption homes under the Juvenile Justice (Care and Protection of Children) Act. 2015.
(b) To organize an awareness camp on the Juvenile Justice (Care and Protection of Children) Act. 2015.
(c) To establish and run orphan houses, old age homes, working women hostels, and daycare centers.
(d) To provide social justice and social security for the destitute women, deprived children, street children, working children, orphans, and the children of victimized families.
(e) To supply nutritional food for different child development programs or schemes of Govt. & Non-Govt, organization and organizes different awareness camps and programs on child health.
Environment and Forest
(a) To organize different types of camps, discussions, seminars, and workshops on Environment and Wildlife animal protection and reproduction.
(b) To encourage community for plantation, safe forest, and wildlife animals.
(c) To organize awareness campaigns and Programmes on global warming.
Agriculture And Rural Development
(a) Promote Farmers Producer Organization(FPO) among the farmers of different parts of Assam.
(b) To organize training and awareness programs for the modernization of agriculture, Hi-tech Farming, and multiple cropping to raise the consciousness, productivity, income, and standard of living of farmers.
(c) To create awareness on technology and introduction of new technology.
(d) To render assistance for the deployments of Animal husbandry including Duckery, Fishery, Poultry, Goatery, Piggery, and Dairy development programs for the benefit of the village people.
(e) To organize and arrange rural entrepreneurship development programs, skill development programs, and women entrepreneurship development programs for first entrepreneurship and to improve the economy, moral and social standards for poor people and their families. Innovate new ideas and give them support through consultancy training and post-training activities.
(f) To organize and arrange different camps, discussions, workshops, and seminars to develop rural industrialization and create more entrepreneurs.
(g) To provide training to set up small agro-based industries.
(h) To create awareness for organic farming, Floriculture, and horticulture policies and schemes of Government and Non-Government Organizations.
(i) Development of fisheries and pisciculture by applying scientific and modern technology. Arrange special training among the unemployed youth and women of society.
Art and Culture
(a) To arrange various cultural and literary competitions in various places and thereby try to encourage the people in these fields.
(b) Art competitions will be organized in various places and the children and students will be invited to take part in the competitions and prizes will be offered to the best Artists.
(c) To conduct dance, drama, and yoga classes.
(d) To develop cultural and literary activities like music, literature, painting, photography, videography, cinematography, journalism, mass communication, etc.
Science and Technology
(a) To organize seminars, conferences, meeting demonstrations, etc in various programs involving education by way of applying the scientific method.
(b) To encourage the applicant in science and technology in a proper manner improving the day-to-day lifestyle and livelihood.
(c) To introduce the new generation latest modern technical and scientific education.
Skill Development
(a) To insist on skill development programs. Interested people and youth will be given vocational training.
(b) Practical training will be provided to the unemployed youth in the fields of food processing, handicraft making, computer, electrical, electronics, TV repairing, refrigerator repairing, etc. so that they can earn their livelihood without any hesitation or hurdles.
5. Membership:
a) Qualification:
Any person of male or female language, class, and creed who believes in the Gandhian ideology refrains from a political party and has agreed to abide by and strive for the attainment of the aims and objectives of the society and could be admitted be a member of CARE INDIA FOUNDATION subject to the recommendation of the Governing Body.
b) Subscription, Donation etc. :
CARE INDIA FOUNDATION shall collect subscriptions, donations, etc. from its members, well wishes, and from other organizations for its Development works. The society also time to time borrows/accepts loans/grants from banks, organizations, National and International charitable organizations, and from Govt., Non-Govt, semi Govt, and other financial institutions to achieve the objectives of CARE INDIA FOUNDATION.
c) Collection of Funds:
CARE INDIA FOUNDATION shall collect funds as membership, donations, subscriptions, and grand in aid and loans from Govt., Non-Govt., Semi Govt., and other financial institutions from time to time.
d) Control of Funds:
The fund of the society shall be controlled jointly by the president and the general secretary by opening an account in the Regional Rural Bank in favor of CARE INDIA FOUNDATION. The account of the CARE INDIA FOUNDATION shall be operated jointly by the president and the General Secretary, The Governing Body shall adopt the Regulation regarding the opening of an account in the Bank accordingly.
6. Procedure of General Meeting:
The general meeting shall be held at least once a year. The general secretary shall serve notice before 14 days mentioning the agenda in detail. In the absence of the quorum the meeting shall be adjusted to a date no less than a week later and if on lay on which the meeting is adjacent of quorum is obtained the business shall be disposed to without quorum.
7. Quorum of General Meeting
Two third (2/3) of the total members shall form the quorum of the general body meeting. In absence of the quorum the meeting shall be adjusted to a date not less than a week latter and it on lay on which the meeting adjacent of quorum is obtains the business shall be disposed to without quorum.
8. Election procedure of the Governing Body:
The Governing body shall be a way of democratic procedure in a General Body Meeting. The Governing Body shall be selected/elected by the General Body in the Annual General Meeting or the extraordinary General Body meeting and they will hold office till the formation of the new Governing Body.
9. Short description of the Governing Body:
There shall be a Governing Body consisting of 9 (Nine) executive members. They are as follows:
(a) One President.
(b) One Vice President.
(c) One General Secretary.
(d) One Assistant Secretary.
(e) One Treasurer.
(f) Three Executive members.
10. The term of the Governing Body:
The term of the Governing Body shall be in a period of three years.
11. Procedure of Re-election of the Governing Body:
(a) In case of any vacancy arises in the Governing body for any reason, the remaining members shall be competent to function in the normal course provided that there are at least as many are requested to from the quorum for the meeting.
(b) The Governing body shall have the power to co-opt a maximum of 2(two) persons from non-members as an when required.
(c) In cases where the members in the Governing body at any time is less than the minimum number required to form the quorum, a governing body meeting shall be called within a month filling up the vacancies by way of democratic procedure.
12. Procedure of the Meeting of Governing Body:
a) The Governing body has a quarterly meeting there may be emergency sitting if the occasion demands.
(b) The general secretary shall convince the meeting before 14 days’ notice by mentioning the agenda in detail in the constitution with the president.
13. Quorum of the Governing body meeting:
To form a quorum of at least 2/3rd (two-thirds) majority of the Governing body meeting.
14. Cessation, Removal, or cancellation of undesirable member:
a. On his/her death.
b. On his/her written resignation.
c. On his/her failure to pay subscription within the due period.
d. Any member who goes against the Rules & Regulations of the Society.
e. If found to be involved in any anti-social activities.
15. Auditor
A qualified auditor will be appointed by the Governing who shall audit the accounts of the Society at least once in a year and an annual audit report will be submitted to the register of the Societies regularly.
16. Legal Procedure
According to the provision laid down in section 6 of the Society Registration Act. XXI of 1860. The Society may sue or may be sued in the name of the President or Secretary of the Society.
17. Dissolution
If necessary the society may be dissolved and the properties remaining after dissolution may be handed over according to the provision laid down in sections 13 and 14 of the Societies Registration Act. XXI of 1860.
